This submission to the Criminal Law Branch of the Attorney-General's Department makes general observations on issues raised by the Discussion Paper as well as reviewing existing penalty options and providing alternative criminal penalty options. It also looks at penalty-setting mechanisms, inter-jurisdictional comparisons and understanding community expectations. Two additional papers written by Law Committee members Bob Baxt and Bruce Cowley are included.
