Submission on Discussion Paper "Australian Charities and Not-for-profits Commission: Implementation Design"

This submission is in response to the Discussion Paper “Australian Charities and Not-for-profits Commission: Implementation Design”, released by the Australian Charities and Not-for-profits Commission (ACNC) Implementation Task Force on 9 December 2011.

Company Directors commended the Task Force on the approach it took towards the consultation, which included a three month response period and extensive industry and community engagement. While outlining concerns with the policy underpinnings of some of the consultation questions (such as threshold reporting levels and standardised reporting periods), Company Directors expressed support for most of the proposals put forward.

Our comments included that we considered the Standard Business Reporting (SBR) taxonomy, with some modification, is an appropriate basis for reporting of financial items to the ACNC. Company Directors also stated its belief that the ACNC can play a useful role by serving as a “window” or “gateway” to education and guidance material on NFP governance made available by peak bodies and others.
